Overview
Houlton is a development to the east of Rugby with permission for the delivery of 6,200 homes together with a district centre, local centres, open space, secondary school and primary schools. It also provides space for retail, financial services, restaurants, a hotel, community uses, assembly and leisure, as well as commercial and employment uses.
The planning strategy for the development is based on a three-tiered approach as follows:
Tier 1. Outline permission was granted in 2014 and updated in 2017. Land uses and the amount of development were defined together with site wide strategies, design principles and parameter plans. It sets out that the site will be developed in a series of ‘Key Phases’.
Tier 2. Requires each Key Phase to be defined and then followed with a framework including a Design Guide and technical documents.
Tier 3. Reserved Matters applications for the detailed design of development within a Key Phase.
Details for Key Phases 1, 2, 3 and 4 have been approved to date. Development is underway in each of these Key Phases pursuant to a number of Reserved Matter approvals.
The approved Development Framework Plan for Houlton is not fixed and guaranteed. Elements of this plan have already changed and will be subject to further changes as detailed development proposals come forward.
