How to apply

Applications for a street trading licence or consent must be received, together with all relevant documentation, at least 28 working days before the date you intend to start trading.

Remember the following before submitting your application:

  • you need permission of the landowner if you intend to trade on private land
  • if you plan to sell food, you need to be registered as a food business with Rugby Borough Council and display your food hygiene rating on your stall
  • check whether you need other licences or permits to trade, such as a Temporary Event Notice to sell alcohol or a charity collection permit
  • the council does not refund application fees

Special events

To trade at a special event, you must apply for a street trading licence or consent.

Remember the following before submitting your application:

  • applications for a licence/consent to trade at a special event can take up to a fortnight to process
  • you can only select to trade at approved special events included in the application form - if you cannot find the special event you intend to trade at, it has not been registered as such by the event organiser. In such cases, contact the event organiser
  • if you plan to sell food, you need to be registered as a food business with Rugby Borough Council and have a minimum four star food hygiene rating 
  • check whether you need other licences or permits to trade, such as a Temporary Event Notice to sell alcohol or a charity collection permit
  • the council does not refund application fees

Street Trading Policy

The council introduced a new Street Trading Policy in January 2024, which means you need a street trading licence when selling, exposing or offering for sale any article in a street within the borough.
