The design code supplementary planning document (SPD) has been produced to guide a comprehensive and joined up approach to the design of development across the South West Rugby urban extension.  This is important because the area is in multiple landownerships and will be brought forward by multiple developers over a long period of time.  The design code also seeks to achieve a higher consistent quality of design.   

It was adopted by Council on 9 July 2025.  This followed a public consultation on the draft design code between 10 February 2025 and 10 March 2025.  Details of the representations and the Councils response are included below. 

Minor corrections and amendments to the version of the SPD presented to Cabinet in June 2025 have been incorporated into the SPD.  These changes were made pursuant to the delegated authority to make such arrangements given by Council on 9 July.  A list of those changes is included in the documents below. 

Hard copies of the adopted South West Rugby Design Code, adoption statement, consultation statement, and post Cabinet and Council minor corrections and amendments are available for inspection at the following locations:

Local engagement 

As part of the development of the South West Rugby Design Code, there were a series of events and workshops, with: 

  • local residents,  
  • pupils at Bilton School,  
  • parish councillors and  
  • ward councillors.     

A separate report was prepared outlining the engagement events that have been undertaken, and how the feedback was understood and incorporated into the emerging document.  

Specialist technical inputs 

The design code has been principally produced in-house.  However, specialist input was commissioned to support particular sections and elements of the design code: 

  • Movement 
  • Landscape 
  • Public space (in terms of streets and landscaping). 

As part of this, we worked with officers at Warwickshire County Council in respect of highways, ecology and flood risk.
